New York City’s Commercial Waste Zone (CWZ) program is entering its next phase, with Brooklyn East and Manhattan Northeast scheduled to begin their official customer sign-up period on January 1, 2027. Businesses in these zones will have until February 28, 2027 to enter into a service agreement with an authorized carter.

What Businesses Need to Know
The CWZ program divides the five boroughs into 20 designated commercial waste zones, with a limited number of authorized private waste haulers selected to provide collection services in each zone. The program is intended to improve collection efficiency, enhance roadway safety, and reduce the environmental impact of commercial waste collection.
As Phase 7 approaches, businesses in Brooklyn East and Manhattan Northeast should review their existing waste collection arrangements and determine whether their current hauler is authorized to continue providing service under the CWZ program.
Businesses that do not enter into a CWZ-compliant agreement by the final implementation deadline will be assigned a zone-authorized carter at the maximum allowable rate, as required by law.
The NYC Department of Sanitation is the official source for information about CWZ requirements, authorized haulers, and implementation procedures.
Why Businesses Should Prepare Early
The January 1 start date provides a two-month transition period, but businesses can begin evaluating their waste collection needs ahead of time.
Early preparation allows businesses to review their current services, consider available collection options, and plan for any necessary changes to their waste and recycling arrangements.
Businesses should also familiarize themselves with applicable recycling, organics, and waste containerization requirements. DSNY provides official guidance and resources to help businesses understand their responsibilities under the CWZ program.
