What are NYC’s Commercial Waste Zones?​

Local Law 199 and commercial zoning intends to reform the private carting industry and address environmental, safety and customer service interests. The law, adopted in November 2019, sanctioned the creation of twenty commercial waste zones across New York City. In each zone, three waste and recycling carters have been authorized to provide curbside and containerized collection. Additionally, five carters have been authorized to provide large container (10 cubic yards and bigger) service city-wide.​

​All commercial establishments operating in New York City will need to contract with one of the three assigned carters in their zone for waste and recycling services.​

All CWZ awarded haulers submitted to a rigorous proposal process overseen by the Department of Sanitation to prove their commitment to sustainable operations, safety, and customer service. We are excited to be a part of a select group of haulers operating in NYC and look forward to contributing to NYC’s innovative program goals!

Zero Waste

Reduce commercial waste disposal and incentivize recycling.

Action continues to invest in recycling technology. We own and operate 7 recycling facilities, including a new state-of-art single stream MRF that opened in 2024. We also support zero-waste initiatives through organics recycling and our waste-to-energy conversion technology, which turns natural bio-gas into clean, renewable energy for the grid.

Environmental Health

Reduce truck traffic throughout the city to reduce air pollution and improve quality of life.

We leverage innovative vehicle technology for route efficiency, reducing carbon emissions. We are also the only commercial hauler in the NYC market utilizing its own waste-by-rail network, which removes approximately 20 million truck miles and eliminates 3.2 billion grams of GHG emissions every year.

Infrastructure and Waste Management

Prioritize investments in clean, modern fleets and facilities that make up a reliable, resilient, and sustainable waste management system.

Our network of 25 facilities are ideally located to efficiently and sustainably serve the NYC market. Action is the only vertically integrated hauler in the 5 boroughs with a specialized fleet and facilities to process all waste and recycling streams, including organics.
