Action will integrate Filco's commercial and residential collection services, municipal contracts, nearly 40 fleet vehicles, and their employees, who will continue to serve the NYC market as members of the Action team.

In 2019, New York City adopted Local Law 199, redefining how commercial waste and recycling is collected across all five boroughs. In accordance with The NYC Department of Sanitation's (DSNY) Commercial Waste Zones implementation, ALL businesses will be required to take action.
What does it mean for your business?
The DSNY has adopted a zoning model for commercial waste and recycling collection that divides the City into 20 Commercial Waste Zones (CWZs). Only 3 carting companies have been authorized to service customers in each zone, and only 5 carting companies have been authorized to service dumpsters & compactors citywide.
DSNY will announce zone-specific timelines in which CWZ requirements will go into effect. Between the Implementation Start Date & Final Implementation Date (transition period), all businesses will be required to enter a service agreement with an authorized hauler. All service agreements must be converted to the new DSNY-approved service agreement to remain compliant.
How can Action support the transition?
Action has been awarded 15 Commercial Waste Zones, the highest number of any hauler, reflecting its responsible leadership in NYC's commercial waste management industry. We are also one of the city's 5 large container awardees, meaning we are authorized to provide roll-off collection and large container service anywhere in the city.
